ICC’s Explanation: It Was About Protocol
According to an ICC spokesperson, PCB Chairman Mohsin Naqvi was invited to attend the final and be part of the closing ceremony. However, he did not travel to Dubai, which meant there was no official Pakistani presence on stage.
“Mr. Naqvi was unavailable and did not travel to Dubai for the final,” the ICC clarified.

The ICC further stated that their long-standing protocol only allows the head of the host board—whether the chairman, president, vice president, or CEO—to be part of the presentation ceremony.
Other PCB officials present at the venue were not eligible to be on stage, as per these established procedures.
Why Didn’t PCB’s CEO Get a Spot?
While the ICC insists that protocol was followed, sources within the PCB are not satisfied. They argue that PCB’s CEO Sumair Ahmad Syed, who was in Dubai as the tournament director, should have been given a place on stage.
A PCB insider revealed that the board plans to raise this issue with the ICC and formally inquire why its CEO was overlooked.
