The Federal Government of Pakistan has passed major amendments to the NADRA Rules, 2002, to provide for greater access and ease of documentation. Section 44 of the NADRA Ordinance, 2000, therefore introduced these provisions to recognise and support special persons and organ donors.
Lifetime Special NICs for People with Disabilities
Perhaps the most symbolic change is the decision to issue lifelong special NICs for differently abled persons. Such NICs will be issued to resident and non-resident citizens, duly recognised by the federal/provincial authorities as “special persons.” These cards will bear a wheelchair logo to help them seek better services on the sighting of such a logo. NADRA will provide the services of issuing these identity cards.
In addition, children with disabilities will receive Child Registration Certificates or Juvenile Cards that will bear the wheelchair symbol. These cards will have a validity period declared by the new rules and still be recognised to access services in the long run.
Organ Donor Identification on NICs
Another important revision enables organ donors to get NICs that have a logo on them as donors. They will also remain valid for a lifetime, so the organ donors can easily be identified and appreciated for their contribution.
NADRA will issue an integrated NIC on which both wheelchair and donor symbols would be depicted to citizens falling into the two categories. In doing so, the status confers dual meaning upon these individuals while the formalities relating to documentation will become easier for the person concerned.
Card Design and Formats
The new rule contains four fresh schedules (Schedules VII, VIII, IX, and X) that give detailed formats and designs of these redesigned identity cards. NADRA will control and implement this changeover to the new system.

These changes reflect the government’s commitment to a more inclusive society. By providing lifetime validity for special NICs and recognising organ donors, the new rules not only simplify identity documentation but also make it easier to access basic services.
