Arab leaders have approved Egypt’s ambitious $53 billion Gaza reconstruction plan, pushing against a contentious proposal supported by U.S. President Donald Trump. The plan, endorsed in an emergency summit in Cairo, guarantees that Gaza’s two million residents stay at home while meeting the destruction wrought by conflict.
A Vision for Gaza’s Reconstruction
The Egyptian-initiated plan, referred to as the Arab Plan, is to rebuild Gaza by 2030, with an emphasis on sustainable urban growth, economic recoveryย and lasting stability. The initial phase is to clear 50 million tons of rubble generated by Israeli army attacks and to clear unexploded ordnance.

Later phases will involve the building of energy-efficient homes, agricultural renaissance, industrial areas and large park spaces. The plan also includes a new airport, a commercial harbor, and a fishing centerโprojects first laid out in the 1990s Oslo Peace Accords but never implemented.

Arab Support vs. Israeli Opposition
Palestinian factions, such as Hamas, have received the initiative positively, hailing Arab leaders for rejecting proposals of forced displacement. Hamas officials emphasised the need to enable Palestinians to rebuild their lives without interference.
Israel rejected the plan, though. Foreign Ministry spokesman Oren Marmorstein denounced it for failing to mention the October 7, 2023, Hamas attack that led to the most recent war. He expressed continued support for Trump’s other plan, which includes moving Gaza’s population and turning the region into a luxury tourist zone.
U.S. and International Response
The Biden administration responded gingerly, nodding to the Arab plan while insisting that Hamas would have to give up governing Gaza. National Security Council spokesperson Brian Hughes said, “While the President appreciates regional offers, Hamas cannot remain in power in Gaza.” The plan envisages an interim government headed by political independents until the Palestinian Authority is reformed and prepared to take over.

In the meantime, Arab League head Ahmed Aboul Gheit called on the United Nations Security Council to send an international peacekeeping force to Gaza and the West Bank to provide stability. “Peace is the Arabs’ strategic option,” he stated, adding that the Egyptian proposal provides a structured roadmap to security and political reform.
A Stark Contrast to Trump’s Proposal
Egypt’s initiative is a sharp contrast to Trump’s idea to evacuate Gaza and redevelop it as an upscale resort. Netanyahu’s administration has supported Trump’s vision, but it has been universally rejected by Arab states and human rights groups as a probable breach of international law.
With the world holding its breath, Egypt’s plan is a strong effort to redefine Gaza’s destinyโone built around resilience, rebuilding and self-determination.
