Pakistan has one of the highest smoking rates in the world, with over 25 million tobacco users. Each year, more than 160,000 lives are lost due to smoking-related diseases, and the economic impact is severe—an estimated USD 3.85 billion is spent annually on smoking-attributable illnesses. Despite these alarming statistics, policymakers have yet to introduce a clear regulatory framework for nicotine pouches, leaving consumers exposed to unregulated products.

While nicotine pouches like Zyn and Velo are available in Pakistan, their market operates in a legal gray area. Unlike the U.S., where the FDA’s authorization ensures product quality and safety, Pakistan lacks structured regulations to evaluate and oversee these alternatives. This absence of regulation not only creates uncertainty but also prevents smokers from accessing reliable harm reduction tools.

Many European countries have embraced harm reduction, provide a compelling case for its effectiveness by dropping its smoking rates to just 4.5%.  The U.S. is following a similar path by authorizing nicotine pouches under strict regulatory guidelines. Pakistan, however, remains hesitant, missing the opportunity to reduce smoking prevalence and its associated health burden.

The need for regulatory action in Pakistan is urgent. Establishing a framework for nicotine pouches would ensure product quality, inform consumers, and provide smokers with better alternatives to traditional cigarettes. More importantly, it would align Pakistan with global efforts to reduce smoking-related diseases and economic strain.

With harm reduction becoming an integral part of tobacco control worldwide, Pakistan stands at a critical juncture. Will it continue to rely on outdated policies, or will it take proactive steps to regulate safer alternatives and protect public health?

The creators of the viral ‘Dubai chocolate’  bar, Can’t Get Knafeh of It, are raising concerns about supermarket knockoffs that are hurting their brand. Yezen Alani and Sarah Hamouda, a British couple who founded FIX Chocolatier, launched the chocolate in the UAE in 2022. It features pistachio and knafeh, and it became famous after going viral on TikTok. Users praised its unique texture, bold flavour and green colour.

What started as a passion project quickly grew into a global trend. The bar became more than just a treat—it was shown in unboxing videos, beauty influencer reels and travel vlogs. Many paired it with luxury items like handbags, manicures and “soft life” content. Some even called it “the Birkin of chocolates.” People traveled to Dubai just to try it.

The growing demand helped FIX grow from a solo effort to a team of 50, now making 500 bars daily. But with success came problems. Big companies like Nestlé, Lindt, Lidl and Selfridges released their own pistachio-knafeh bars, selling quickly and at lower prices.

In a BBC interview, Yezen said, “The dupes are very frustrating because people are trying knockoffs, which damages our brand.” He and Sarah are concerned that people might think the cheaper versions represent FIX’s quality. In reality, their bars are handmade using high-quality ingredients and the recipe is a secret.

To keep the brand’s premium feel, they now sell the chocolate through a special app, only twice a day for a short time. This lets them control demand and protect the luxury image. They also plan to grow slowly through careful partnerships and retail plans, without losing their original values.

tKarachi’s electricity users might get Rs6.62 per unit extra relief in their power bills, in addition to the tariff cut already announced by the government. This came up on Wednesday as NEPRA completed a hearing on a petition asking for a tariff reduction based on the fuel cost adjustment (FCA) for February 2025.

If NEPRA approves the petition, K-Electric (KE) customers could benefit about Rs6.662 billion. KE pushed for a partial adjustment, saying it wants to give financial relief to customers during the hot summer months when power usage and bills increase. Industrial groups opposed this, calling for a full adjustment.

During the hearing, KE CEO Moonis Alvi responded to a question about who should pay for independent verification. He said that it is common worldwide for applicants to cover costs for feasibility studies, environmental checks, and risk assessments while applying for loans for new projects.

NEPRA officials clarified that capacity payments in the power generation tariff are based on plant availability and have always been part of the structure. Earlier, customers saw a single rate, but new rules now break down the tariff for transparency.

Separate from Tariff Cut

Tanveer Barry, Vice President of the Karachi Chamber of Commerce and Industry (KCCI), said NEPRA should share data on time so stakeholders can raise concerns properly. NEPRA said it met all its timelines and SLAs, providing a timeline as proof.

It stated tha this proposed relief is separate from the government’s overall tariff cut and is an extra benefit from KE. NEPRA will announce its decision after reviewing the data and arguments shared by KE.

During the hearing, industrial groups asked NEPRA to speed up the approval of a multi-year tariff. Rehan Javed said relying on temporary numbers makes long-term planning difficult and slows economic growth.

Stakeholders criticised an agreement with bagasse-based IPPs, saying it unfairly shifts 70% of the rupee depreciation cost to consumers. A power ministry official said consumers earlier paid 100% of this cost, and the new structure gives some relief.

The amendment stated: “foreign O&M: PKR/USD depreciation shall be allowed only to the extent of 70% of the actual depreciation per annum. In case the PKR appreciates against the USD in a year, then 100% of such appreciation shall be passed on to the consumers.”

Speakers said this still burdens consumers, especially since the sugar industry already makes good profits. A separate agreement with nine IPPs will offer Rs1/unit relief to consumers.

The Power Division proposed to revise the fuel cost component of the tariff starting October 1, 2021, setting Rs4,500 per ton with a 5% yearly indexation. Fuel would be measured at 7,000 BTU/kg, and working capital costs would drop by 50% for all bagasse IPPs except Shahtaj.

This development is part of the broader plan by Saudi authorities to improve the Hajj experience. Authorities want to ensure that pilgrims can perform their religious duties with ease and in better conditions. The focus is to provide relief from heat and crowd pressure during the pilgrimage.

A special plane arrived at Bahawalpur Airport at around 3:00 am with the victims’ remains. Seven deceased were from Bahawalpur’s Khanqah Sharif, and one was from Multan district’s Shujaabad, official sources reported. The bodies were directly shifted by ambulance to their respective hometowns to be buried.

Strict Security and Official Presence at the Airport

For a hassle-free reception, tight security arrangements were made at Bahawalpur Airport. Senior officials, such as the Bahawalpur Commissioner and Deputy Commissioner, remained present to oversee arrangements and provide condolences to the mourning families.

Workers Targeted in Iran’s Mehrestan District

The victims worked as car mechanics in Mehrestan town, about 230 kilometres from the Pakistan-Iran border. On April 12, armed men broke into their workshop and shot them dead at point-blank range.

Muhammad Ali, the Prime Minister’s Advisor on Privatisation, stated at the Business Summit hosted by Nutshell Group that the bidding for PIA is now anticipated to occur in the last quarter (October–December) of this year. The adviser talked extensively about the challenges facing the government’s privatisation plan.

Last month, the privatisation ministry informed the IMF that the bidding for Pakistan International Airlines (PIA) was expected to take place in July 2025. They also planned to issue an expression of interest to invite bidders in March. However, the government has once again missed both of these deadlines.

The expression of interest will now be issued before the end of this month. The government has once again approved the transaction structure that requires selling a minimum of 51% of shares in PIA to a private party. It is not clear whether an affiliate of a government ministry or department would be treated as a private party. This should be clarified in the expression of interest documents.

The Privatisation Programme

24 State-Owned Enterprises (SOEs) were chosen to be privatised in three stages after the privatisation programme was approved in August of last year. The first year will see ten transactions. However, the initial stage is already well behind schedule.

Thirteen SOEs will participate in the second phase over three years, while the third phase will entail a single transaction over five years.

Along with a third new investor, the government anticipates that the two parties that took part in the first phase of PIA bidding will also take part in the second phase.

The Punjab government has announced a Rs15 billion support package for wheat farmers as wheat prices continue to fall during the harvest season. Many farmers have been protesting across the province. Under this package, 550,000 wheat farmers will get direct financial help through the Kisan Card under the newly created Wheat Support Fund.

The government also announced that wheat farmers won’t have to pay the irrigation or fixed tax this year. To protect wheat from climate issues and market pressure, the government will give free Electronic Warehouse Receipt (EWR) storage for four months.

Punjab has decided to start the EWR system across the province. Under this system, farmers will receive an electronic receipt after storing wheat. Within 24 hours, they can use this receipt to get loans from banks up to 70% of the wheat’s value.

The government will also pay the markup on loans up to Rs100 billion taken from the Bank of Punjab by flour mills and green license holders to buy wheat. The cabinet will be asked to approve compulsory wheat purchases by these groups. Storage of at least 25% of total capacity is now mandatory.

Punjab will also contact the federal government to allow wheat and wheat product exports. The Bank of Punjab will help private businesses build and repair wheat storage facilities. The province will pay Rs5 billion as markup for storage-related loans. Also, the ban on wheat and flour transport across districts and provinces has been lifted.

Chief Minister Maryam Nawaz said she won’t let farmers bear any losses. Last year, Punjab didn’t buy wheat due to the caretaker government decisions and grain imports, causing wheat prices to drop.

However, farmer groups are not happy. Farooq Tariq from Pakistan Kissan Rabita Committee said, “This Rs15bn package is aimed at benefiting the feudal lords and influential persons and not farmers.” Khalid Hussain Baath from Farmers Itehad also rejected the plan, saying it only helps capitalists. He said small farmers don’t have storage facilities, so the EWR system is bound to fail.

Baath said, “This package isn’t for wheat procurement, it’s a vehicle for corruption.” He claimed Rs5 billion will benefit big businesses, not farmers. He added that dismantling systems like Passco and the Food Department will hurt the farming community.

“There is no official wheat price set, and farmers are left to face exploitation,” Baath added. “We urge the chief minister and the PM to immediately review this decision.”

A high-level delegation from the Association of Chartered Certified Accountants ACCA Global, led by Chief Executive Helen Brand OBE, met with Prime Minister Muhammad Shehbaz Sharif in a landmark meeting today. The engagement reaffirmed ACCA’s commitment to supporting Pakistan in advancing youth skills, promoting transparency in governance, and driving sustainable economic growth.

The meeting was attended by senior government officials, including Deputy Prime Minister and Foreign Minister Mohammad Ishaq Dar, Federal Ministers Khalid Maqbool Siddiqui and Ahsan Iqbal, Prime Minister’s Adviser Syed Tauqir Shah, Chairman of the Higher Education Commission (HEC) Dr. Mukhtar Ahmed, and other distinguished dignitaries.

Prime Minister Sharif warmly welcomed the ACCA delegation, emphasizing Pakistan’s greatest asset—its talented and dynamic youth. He reiterated the government’s priority to equip the workforce with internationally competitive skills and training, positioning Pakistan’s young professionals to thrive in a global economy.

Highlighting the administration’s focus on transparency, accountability, and improved governance, the Prime Minister noted the increasing importance of third-party validation in public sector projects. He referenced Fitch’s recent upgrade of Pakistan’s investment rating as a positive step forward, while stressing the need for sustained efforts to build investor confidence and economic stability.

The delegation expressed gratitude to the Higher Education Commission for recognizing ACCA membership as equivalent to a Master’s degree, a milestone that enhances professional education standards in the country.

Concluding the meeting, Prime Minister Shehbaz Sharif directed relevant authorities to engage in detailed consultations with ACCA to develop a strategic roadmap for deepening cooperation and maximizing the partnership’s impact on Pakistan’s economic and social progress.
