The Pakistan Business Council (PBC) has proposed that the Federal Board of Revenue (FBR) hike advance income tax on vehicles for non-filers. The proposal comes as the government is looking for ways to increase tax revenue.

Under the proposal, the advance income tax on vehicles for non-filers would be increased to 250,000/per year for owners of vehicles of 2000cc and above.

Glitch Or Hidden Reality?

Late on Tuesday night, Google Search experienced a technical glitch that displayed a notable decline in the value of the US dollar against the Pakistani rupee. The unexpected drop to Rs186.73 left individuals surprised and puzzled, particularly considering the absence of any recent significant recovery in the local currency. It was then identified that the significant drop in currency exchange rates happened because of a technical issue with the search engine on the website, leading to a sharp decline in rates.

On June 6, in the interbank market, the Pakistani rupee concluded at 286.56 against the US dollar, while it remained above Rs300 in the open market. Once the glitch was identified, it was promptly rectified, and the rates reverted back to Rs286.72 and the world came back to normal.

Govt To Slash Taxes On Imported Mobiles In FY24 Budget

The Federal Board of Revenue (FBR) is currently conducting a comprehensive review of the duties and taxes imposed on imported mobile phones. This action was much needed because of the continuously rising prices of mobile phones due to nationwide inflation. Normal phones now range from 50,000 to 80,000pkr and luxury phones start from 300,000 pkr and only go up. But fortunately, in the upcoming fiscal year 2023-24 (FY24), the government plans to introduce measures that would result in lower taxes for consumers.

According to FBR, the tax policy for mobile phone imports will undergo significant revisions in the upcoming budget. While the sales tax rate of 18 percent will stay the same, a 25 percent sales tax will be imposed on luxury items. The sales tax structure and withholding tax will not be affected. However, there are plans to further reduce customs and regulatory duties on imported mobile phones starting from July 1, 2023.

Earlier, on April 1, 2023, the regulatory duty on mobile phone imports was reduced by 50 percent. The recent withdrawal of FBR’s Statutory Regulatory Orders (SROs) only eliminated the increased rates of regulatory duties, while the original notification for these duties remains in effect. Currently, buyers are required to pay withholding tax and a fixed mobile levy when importing mobile phones. Additionally, the standard rate of sales tax has been increased from 17 to 18 percent for mobile phone imports.

FED Takes a Toll on Rural Economy With Decline in Juice Sales

Fruit farmers in Punjab, Khyber Pakhtunkhwa, and Gilgit Baltistan are grappling with the severe consequences of a 50 percent decline in fruit-pulp procurement by pulping companies and juice manufacturers. This significant drop in demand is primarily attributed to the imposition of a 10 percent federal excise duty (FED) in the supplementary budget of February 2023. The repercussions are adversely affecting the rural economy, hindering its formalization, and causing farmers to bear the brunt of wastage.

According to existing industry data, in 2022, an estimated 100,000 tons of mangoes and various other fruits were procured from local farmers for the purpose of converting them into pulp. However, following the implementation of the FED in 2023, the projected fruit pulp purchase volume has plummeted from around 61,000 tons to 31,500 tons, representing a significant 50% decline. This downturn is having a detrimental impact on the rural economy and impeding its development, while also causing farmers to suffer from wastage.

In addition, the 10% FED on juices implemented in February 2023 through the Supplementary Budget caused a significant 45% decline in volumes during March and April 2023 for the formal packaged juice industry. This has led to a contraction in the industry’s size, resulting in unfavorable consequences for sales tax revenue. Prior to March 2023, the formal packaged juice industry contributed approximately Rs16 billion in tax revenues, but these circumstances are adversely affecting its revenue generation. Moreover, the shrinking business size within the industry is likely to contribute to increased unemployment.

The FED imposition has prevented the industry from utilizing its full production capacity, discouraging any new investments in the foreseeable future (2023-2024). It is significant to note that these conditions are having a negative impact on the formal packaged juice industry, which typically contributes around Rs16 billion in tax revenues.

Farmers like Jabbar Tatypur, a local mango farmer in Multan, managing mango production in Rajanpur, Jhang, and Khanewal on over 1700 acres of farmland, are constrained to sell their surplus produce in the open market due to the decline in pulp purchase by pulping companies and juice manufacturers. This exposes them to constant fluctuation in prices. Similar issues are faced by farmers growing other fruits, such as apples in Gilgit. Muhammad Esa, who owns a small farmland in Rakaposhi and primarily produces apples and cherries, shares the same concerns.

The perishable nature of fruits, coupled with inadequate handling, storage, packaging, and transportation practices, contributes to high rates of wastage. This compels farmers to sell their produce at low prices, particularly during peak seasons, further exacerbating their financial burden. This is confirmed by commission brokers who act as middlemen in the buying and selling of fruits.

However, it is important to recognize the crucial role played by the formal packaged juice industry in reducing significant food wastage and safeguarding the livelihoods of farmers by procuring fruits in a timely manner. In addition, the sector has been actively helping farmers adopt best practices, which has improved and advanced them all.

The formal packaged juice industry not only ensures the availability of safe and healthy fruit-based juices and drinks to consumers but also contributes to the economy with an annual turnover of approximately Rs60 billion and an investment of PKR 40 billion. It provides employment opportunities to over 5,000 individuals.

Italian Government Is Offering Scholarships For International Students

For the academic year 2023–2024, the Ministry of Foreign Affairs and International Cooperation (MAECI) will award annual grants to foreign students, including those from Nigeria and Italian nationals living abroad, to support the international economic system of Italy and promote international cooperation in the arts, sciences, and technology.

There are grants available for enrolling in study, training, and/or research programs at accredited public universities in Italy. At Italian higher education institutions, both public and legally recognized, grants are available to pursue study, training, and/or research programs.

Grant Details

Tuition Fees

Depending on the policies of each university, grant recipients may not be required to pay enrollment and tuition fees. The payment of enrollment fees is required for all Italian language and culture courses; exemptions are not given.

Medical and Health Insurance

For the term of the project, grantees will be protected by a health, medical, and accident insurance plan that MAECI has arranged. Events resulting from existing physical and psychological problems are not covered by insurance.

Financial Grant

Grantees will receive a monthly allowance of 900 Euros, paid in their Italian bank account, on a quarterly basis.

Depending on the sort of study, the duration of the scholarship can be either six or nine months. Only applicants who demonstrate satisfactory academic improvement are eligible for renewal.

Eligibility Criteria

Only international students who are not residents of Italy or Italian citizens (IRE)* who possess the necessary academic credentials to register in an Italian university or institute may submit an application.

Age Limit

With the exception of renewals, candidates for the Master’s degree, higher education programmes in the arts, music, and dance (AFAM). As well as, advanced courses in Italian language and culture must be at least 18 years old by the application deadline and not older than 28 years old (born after June 9, 1994).

By the deadline for this call, applicants for PhD programmes must be at least 18 years old. Meanwhile, under 30 years old with the sole exception of renewals.

Applicants for Research Projects under academic supervision should have attained the age of majority and shall not exceed the age of 40 years by the deadline of this call (born after June 9th 1982).

Application Details

After registering at the official website, applicants must fill out and submit the online application form. On June 9, 2023, applications must be received by 2 p.m. (Central European Time).

Will Pakistan’s New Budget Be People And Business-Friendly?

Prime Minister Shehbaz Sharif has announced that the upcoming budget for the fiscal year 2023-24 in Pakistan will particularly focus on economic prosperity, business-friendly policies, and public welfare. This comes as the country continues to face challenges such as rising inflation, a balance of payment crisis, and the risk of economic default. Pakistan has been in talks with the International Monetary Fund (IMF) for months regarding a bailout deal, but an agreement has not yet been reached.

Details

The IMF’s demands for the bailout package include the removal of subsidies, increased energy prices, a market-based exchange rate, and new taxation measures to generate additional revenue. While Islamabad claims to have fulfilled these demands, the IMF has not released the stalled $1.1 billion funding, which is part of a $6.5 billion Extended Fund Facility agreed upon in 2019. This funding is crucial for Pakistan to access other bilateral and multilateral financing, and the IMF program is set to expire on June 30, 2023.

In his statement, the prime minister emphasized the key elements of the upcoming budget, including economic prosperity, public welfare, and business-friendly policies. To boost growth and create job opportunities, he approved an increase in the Public Sector Development Program (PSDP) from Rs700 billion to Rs950 billion. The prime minister held a meeting with coalition partners to incorporate their proposals into the budget.

The government aims to ensure that all resources will only be used as necessary because of economic challenges. It plans to allocate a sufficient amount for those affected by last year’s floods and establish a flood response program to address future disasters. Record monsoon rains and glacial melt in Pakistan caused significant damage, affecting 33 million people, resulting in over 1,500 casualties, and causing an estimated $30 billion worth of damage.

Will Things Get Better?

Economists have expressed concerns about Pakistan’s budget, highlighting that the net federal receipts are insufficient to cover even the interest payments. The government relies on domestic and foreign loans to meet its expenditures. They emphasize the need for necessary expenditure and tax reforms to address the country’s fiscal deficit and debt sustainability.

The Federation of Pakistan Chambers of Commerce and Industry (FPCCI) has also recommended tax reforms and the addition of new taxpayers to boost revenue. They argue that the current taxation system, heavily reliant on indirect taxation and surcharges, is detrimental to the economy. The FPCCI sees the upcoming federal budget as an opportunity to introduce measures and policies that support industrial growth, import substitution, and the revival of struggling businesses.

The budget aims to promote industrialization, create wealth, reduce the trade deficit, and generate employment opportunities. The government and the business community hope to achieve sustainable foreign exchange reserves by strengthening various industrial sectors.
