A day after gunmen killed 26 people at a Himalayan tourist attraction in Indian-administered Kashmir, India has announced measures against Pakistan, as it blames the country for the Kashmir attack. These include the closure of the main border crossing linking the two countries, the suspension of a landmark water-sharing treaty, the expulsion of diplomats and an order for some Pakistani visa holders to leave within 48 hours.

According to a statement made by Pakistan’s foreign minister, officials from the country are scheduled to meet on Thursday to come up with a response. Pakistan has denied being involved in the attack.

The attack in Pahalgam was one of the deadliest in recent memory for the restive region, and is threatening to aggravate already icy bilateral ties. Both India and Pakistan claim Kashmir in its entirety, but they only control a portion of it. Since India’s partition and the creation of Pakistan in 1947, the nuclear-armed neighbours have fought wars over the territory.

Indian Government Response

The Indian government has responded furiously to the attack and has signalled it holds Pakistan indirectly responsible. India has long accused successive Islamabad governments of providing support to armed groups in the region. Pakistan strongly refutes this accusation. “Those behind this heinous act will be brought to justice,” Indian Prime Minister Narendra Modi said in a post on X.. “Our unwavering determination to defeat terrorism will only grow.”

Additionally, India has stated that it would revoke the Indus Water Treaty, which has been in effect since 1960 and has survived decades of hostile diplomacy. The treaty gives India control over the eastern rivers, and Pakistan the western ones, of the Indus River and its tributaries. The agreement stipulates that India must, with few exceptions, allow water from the western rivers to flow downstream into Pakistan.

Indian security agencies believe the attack was carried out by a group known as the Kashmir Resistance. A manhunt for the gunmen responsible was continuing on Wednesday evening.

Pakistan’s Reaction

In the aftermath of the Pahalgam attack, the Pakistani foreign ministry said it was “concerned at the loss of tourists’ lives” and expressed condolences. The statement stated that additional diplomatic expulsions were planned for the following week as part of the measures that India announced on Wednesday. The measures instructed Pakistani military advisers based at the Delhi embassy to leave immediately.

The Pahalgam attack risks reigniting long-running tensions between the nuclear-armed rivals. Earlier, Defence Minister Rajnath Singh also signalled India’s response would go beyond targeting the perpetrators. He stated, “We will not only reach those who have perpetrated this incident but also those who have conspired to commit such acts on the soil of India from behind the scenes.” The attack has been widely condemned by international leaders and has generated outrage and mourning in India.

Holidaymakers, including entire families, fled for their lives, according to eyewitnesses. While some witnesses have described the shooting as random, others have suggested that the gunmen appeared to be targeting non-Muslims. The majority of the victims were Hindu men, but there was also a local Muslim victim. “We cannot get over the fact that such an incident has occurred, and that too in the place we call heaven on earth,” Akib Chaya, a hotel owner and a member of the Kashmir Chamber of Commerce.

India Suspends Indus Waters Treaty After Kashmir Attack

India suspends the Indus Waters Treaty with Pakistan after 26 tourists were killed and 17 injured in a shooting in Pahalgam, a tourist destination in occupied Kashmir. The attack happened on Tuesday and is the deadliest in the region since 2000. Police confirmed all deceased were men, mostly from across India and one from Nepal. AFP cited a hospital list confirmed by police, calling it the worst attack on civilians in the region since 2000.

Following the attack, India announced several measures. Foreign Secretary Vikram Misri said the Cabinet Committee on Security (CCS), chaired by Prime Minister Narendra Modi, met and reviewed the situation. He said, “In the briefing to the CCS, the cross-border linkages of the terrorist attack were brought out. It was noted that this attack came in the wake of the successful holding of the elections in the union territory and its steady progress towards economic growth and development. Recognising the seriousness of this terrorist attack, the CCS decided upon the following measures: the Indus Waters Treaty of 1960 will be held in abeyance with immediate effect until Pakistan credibly and irrevocably abjures its support for cross-border terrorism.”

India also closed the Attari border post immediately. Pakistani nationals under the Saarc Visa Exemption Scheme were ordered to leave India within 48 hours. Others must leave by May 1, 2025. Indian authorities also announced that defence personnel at the Pakistani High Commission must leave within a week. Staff in both high commissions will be reduced.

Foreign Office Spokesperson Shafqat Khan said, “We are concerned at the loss of tourists’ lives in an attack in Anantnag district of Indian Illegally Occupied Jammu and Kashmir. We extend our condolences to the near ones of the deceased and wish the injured a speedy recovery.” Defence Minister Khawaja Asif denied Pakistan’s involvement.

The Attari-Wagah border ritual, ongoing since 1959, now stands suspended. Trump assured Modi of full support while China and others condemned the attack. India launched a search operation and claimed to have killed two people in an infiltration attempt.

Around 67,000 Pakistanis may miss Hajj this year because Hajj funds were sent to the wrong account, a National Assembly committee was told on Wednesday. Several private Hajj Group Organisers (HGOs) failed to meet the Saudi deadline for submitting pilgrim details and payments due to a fund transfer error.

Members of the Hajj Organisers Association of Pakistan (HOAP) said 50 million Saudi riyals were wrongly deposited into an OPEC account. It took 28 days to recover the money, causing delays that prevented many pilgrims from being registered in time.

Secretary of Religious Affairs Dr. Atta ur Rehman explained that under new Saudi rules, only HGOs with more than 2,000 pilgrims are allowed to operate. Because of this, 904 smaller organisers were merged into 45 clusters. While 13,620 pilgrims who paid on time were accepted, the Saudi portal was only briefly reopened to accept 10,000 more. After that, no new entries were allowed. Some HGOs failed to transfer money in time due to a $300,000 limit on transactions.

Officials Questioned Over Mishandling

The committee asked tough questions about how the funds were sent to the wrong place. Chairman Malik Amir Dogar demanded a full explanation. DG Hajj Makkah Abdul Wahab admitted that a change in ministry instructions led to confusion about where to send the money.

He said the deadline passed while funds were still being processed. HOAP insisted there was still space for Pakistani pilgrims in Mina, but DG Wahab said he wasn’t aware of any open plots.

Many of the affected pilgrims may not be able to go this year. The Hajj funds sent to the wrong account have caused major problems, and officials now say refunds will only be possible for money transferred through the proper channels.

Some funds spent on accommodation and transport might not be recoverable. The committee has asked for a full breakdown of where the money is currently held.
