Three Global Satellite Internet Operators Seek Entry into Pakistan

Three global Low Earth Orbit (LEO) satellite operatorsโ€”Starlink, OneWeb, and Shanghai Spacecom Satellite Technologyโ€”have expressed keen interest in launching operations in Pakistan. Despite their efforts, the Pakistan Space Activities Regulatory Board (PSARB) has not yet issued the mandatory No Objection Certificate (NOC), a prerequisite for legal operation in the country.

Starlink has worked diligently over the last four years to meet all requirements, ensuring compliance with Pakistanโ€™s laws and addressing security concerns raised by the government. They have engaged closely with the Pakistan Space and Upper Atmosphere Research Commission (SUPARCO) and other relevant agencies to ensure every step is followed. The regulatory framework mandates a PSARB-issued NOC before the Pakistan Telecommunications Authority (PTA) can grant a license. Starlink has also signed a retailer agreement with Paksat, demonstrating its readiness for commercial operations. Additionally, Starlink plans to invest millions of dollars in Pakistan to develop local infrastructure, including data center colocation, fiber optic connectivity and power resources.

Once operational, Starlink aims to distribute its service evenly across Pakistan, ensuring both urban hubs like Karachi and rural areas receive high-quality connectivity.
